Robert E. Farner

President - PE, PSM

Robert (Bob) is an owner and principal of Farner, Barley & Associates. He graduated from the University of Florida with a Bachelor’s degree in civil engineering and holds licenses to practice civil engineering in five states in the Southeastern United States, as well as a license to practice land surveying in the State of Florida. Bob is a native Floridian, born and raised in Leesburg, Florida. He has been involved in all aspects of private land development, public works projects, land planning design, and permitting since 1978 and was first licensed in 1982. Bob has also provided expert witness testimony in multiple engineering-related cases, including right-of-way condemnation. He provides both hands-on project engineering and client consultation, as well as oversees the daily operation of the company and commitments to project success.

Bob's career has predominantly focused on a mix of private development projects, public works/municipal engineering, and has also included infrastructure engineering for water and wastewater treatment and disposal systems. As a civil engineer he has also gained extensive experience with local planning, zoning, and the creation and implementation of Community Development Districts in the State of Florida and Improvement Districts in the State of Alabama. With over twenty-five major developments completed in Lake, Sumter, and Marion Counties, Florida, including The Villages (the largest single site mixed-use development in the United States), Bob provides clients an extensive level of experience and knowledge to implement projects, whether small or large, to successful completion.
